The concepts of "safety" and "safety management" have been broadened in recent years. But research of safety management in the industry and other organizations points out that its application is still complex, hard to manage and far from being optimal. The management of safety is specifically hard in complex projects, due to the existence of unique problems and the lack of sufficient instructions, standardization and requirements in the law.
The objective of this work is to study what exists in the law, in regulation and in the standards as a basis for the construction of a model for managing and assimilation of safety in complex projects and to test the applicability of the model. The applicable part of the work presents a model that uses the law instruction, the safety standards 18001 and 18002 and the accumulated experience from the literature and application reviews.
Thereafter an example is presented, in which the model is tested in comparison to the safety management of a complex event - the sixteenth Macabia.
The application of the model is tested according to the Macabia activities and various demands of safety standards in Israel.
The findings of the extensive literature and application review are represented. The work points out major principles that have to be emphasized by project management in order to achieve acceptable level of safety. Among these are: management commitment to safety, Appointment of personnel, accompaniment of safety activities by a safety committee, allocation of suitable resources, planning the integration of safety in the design, and a suitable and constant preparation to unexpected changes.
