In order to encourage mutual cooperation and contact between students and researchers at the Technion and those at universities in Israel and abroad, the Technion, together with these universities, will offer dual and joint doctorate programs. A student pursuing such a degree (hereinafter, “the student”) will be granted the degree of Dual Doctorate.
This procedure sets out the mutual principles and guidelines according to which the Technion will draw up an agreement with other universities for granting a dual or joint doctorate (hereinafter, “Agreement for Granting a Dual Doctorate”).

The Dean of the Technion Graduate School will be responsible for administering the program on behalf of the Technion, making sure the programs adhere to the guidelines and to the rules of the other universities, and admission of students.

| 3.1 | For a student enrolled at the Technion, the Technion will be the “parent university” and the other university will be the “host university.” For a student enrolled in another university, that university will be the “parent university” and the Technion will be the “host university.” |
| 3.2 | The student must be admitted for doctoral studies to each of the two universities, in accordance with the criteria required by each one of them. |
| 3.3 | The student must receive approval for the dual doctorate at each of the two institutions during the first two years of his/her doctoral studies. |

The student will be assigned at least two advisors, at least one from each institution.
|
|
| 5.1 | The program of study and research program of the student must be approved by each of the two institutions |
| 5.2 | The student will conduct one research study under the joint supervision of the advisors. |
| 5.3 | The student must fulfill all the requirements for the doctoral degree of each of the two institutions. |
| 5.4 | As part of the academic requirements for the dual doctorate, the student has to study at least one graduate course at each institution as part of the total number of graduate courses required by the program of study. |
| 5.5 | The two institutions will mutually recognize all the graduate courses studied by the student at both universities. |
| 5.6 | It is recommended that the student learn the language of the host university. |

| 6.1 | Studies for the dual doctorate will last three to five years. In special cases and upon recommendation of the advisors, the Dean of the Technion Graduate School and the appropriate official at the other university can shorten or lengthen the duration of the doctoral studies. |
| 6.2 | The student must spend at least one year studying at each of the two institutions. |

| 7.1 | The student must pass one candidacy exam at one of the two institutions, as determined by the advisors and approved by the Dean of the Technion Graduate School and the appropriate official at the other university. The exam will be in English (or Hebrew when appropriate). |
| 7.2 | The student must successfully defend his or her dissertation at one of the two institutions, as determined by the advisors and approved by the Dean of the Technion Graduate School and the appropriate official at the other university. The defense will be in English (or Hebrew when appropriate). |

| 8.1 | The short description of the research proposal (the basis for the candidacy exam), the research dissertation and any other documents required during the graduate studies will be written in English (or Hebrew when appropriate). |
| 8.2 | The final dissertation will be submitted simultaneously to the Senate of the Technion and to the appropriate party in the other university. |

A student who has completed all the academic requirements for a doctoral degree at both institutions and has fulfilled all obligations in each institution will, in accordance with the Agreement for Granting a Dual Doctorate, be granted a doctorate from each of the two institutions. The diploma will indicate that the research and dissertation were completed at both institutions. (in certain cases the student will receive one diploma jointly signed by the two universities), Alternatively, the student will receive a doctorate from the parent university and an accompanying certificate from the host university, in accordance with the Agreement for Granting a Dual Doctorate.

The rights to the knowledge developed during the course of the research will be equally owned by the parent university and the host university, unless agreed otherwise in advance by the parent university, the host university, the advisors and the student. The research results can be published only upon the consent of the advisers and the student. Publication of the results must acknowledge the fact that the research was carried out during the course of doctoral studies at the Technion Jacobs Graduate School and the other university.

The Dean of the Technion Graduate School will amend these guidelines from time to time in accordance with customary practice at the Technion and the other university.
| 11.1 | Scholarships: one of the following two options will be selected in accordance with the Agreement for Granting a Dual Doctorate.
a. Based upon his or her eligibility, the student will receive scholarships and/or financial aid from the parent university during the entire period of his or her graduate studies (including his or her stay at the host university), as customary at the parent university.
or
b. Based upon his or her eligibility, the student wll receive scholarships and/or financial aid from the parent university during the period he or she spends there, and scholarships and/or financial aid from the host university during the period he or she spends there, as customary for doctoral students in each institution. |
| 11.2 | Tuition will be paid to the parent university. The student will be exempt from paying tuition at the host university. |
| 11.3 | The student’s travel expenses will be paid by the student and/or by the parent university and/or by the host university. |
| 11.4 | The student will be responsible for arranging health insurance coverage during the period he or she is at the host university. |
