Planet Earth must be considered as a unit and any alteration in a specific area produces a global reaction.
There seems to be a cause - effect relation between the development of science and technology and the constant increase of the level of damage to the environment, damage meaning as well unnatural changes and alterations.
A brief description of some of the most important theories that have been produced in the twentieth century concerning planning and specifically its relation to rationality leads to the description of the basic elements that constitute the structure and implementation tools of planning related to the environment, its protection and adequate development.
Economic development contributes to the increase of the environment damage rate due to the fact that budget allotted to the setting up of purification and/or reduction of disposal waste methods is, in relation to that destined to other interests, minimum.
Political conflicts constitute a major obstacle concerning decision taking and the implementation of plans and projects that deal with the protection and/or rehabilitation of natural resources and the environment, and in consequence with the well-being of human communities.
Two specific cases of environmental damage caused to Bahia de Cartagena in Colombia and Lake Kinneret - Sea of Galilee in Israel, constitute the base of analysis of the physical problem and definition of relevant legislation, administrative structure and available planning tools that can be used for reduction of already existing environmental deterioration and for prevention and control of further alterations in the future.
The conclusions contain an integral definition of the problems that interfere with the proper use and protection: of the environment and a set of suggestions for possible changes/ improvements of the actual systems related to prevention of environmental damage, adequate planning and control.
