The purposes of the research were to propose a system for the evaluation of a policy of land for public needs, to apply the system and, with its help, to reach conclusions in relation to allocation policy in Arab settlements in Israel. Following the identifications of the characteristics of land allocation policy for public needs, a “system of multi-group evaluation for the achievement of goals” was created. The purpose of the system is to evaluate the level of goals achieved by interest groups which impact and are impacted immediately by this policy. The interest groups were identified according to three categories: (a) private landowners and the Israel Land Administration. (b) the consumers . (c) the Planning Authority and the Local Authorities. Using the system of evaluation proposed, land allocation for public needs was evaluated from a sample of ten Arab settlements in Israel. A follow-up survey was carried out of 17 local outline plans.
The central conclusion to be drawn from the research is the following: the policy of land allocation for public purposes is very much the same in all Arab settlement in Israel. Its main features in light of the evaluation of the objectives of the interest groups are: the allocation of public areas is not based on a systematic planning process and is not based on the usual planning methods and tools; the shortage of public areas is significant amounting to as much as hundreds of percentages; the size and shape of the land earmarked for public needs make development very difficult; the policy is not effective with regard to the implementation of the allocation of public land and does not serve as an incentive for the implementation of plans and the targeting of development; the objectives of private landowners are achieved at a very low level from their point of view. Also the objectives of the consumers are equally achieved at a low level. The main supplier of public land is The Israel Land Administration, whose objectives are achieved at a high level. We concluded from the findings of the research that the priorities of the private landowners and local politicians are very similar as far as the use of tools to obtain land for public purposes is concerned.
The main recommendations arising from the research are : (a) when a policy is adopted for the allocation of land for public purposes it is essential and very useful to consult all the groups concerned and to include them in the process of shaping the policy, (b) in light of the shortage of public land in the Arab settlement as well as for other reasons, new local outline plans have to be prepared and the jurisdiction of Arab settlements has to be re-defined professionally in order to plan for the future, for the year 2000.
