Abstract

Thousands of tons of hazardous materials are transported daily on the country roads and seaports in various ways of  accumulation. The transport is done in those means: Transport by road, rail, in underground pipelines, sea and by air.

This work specifies mainly the three first forms of transport.

Incidents in transport of hazardous materials does not occur often, however, we must remember that one incident can cause a lot of environmental damage, including damage to people and property.

The legislation in the matter of hazardous materials in the country is arranged under 18 primary laws regarding directly to hazardous materials. The law, which arranges the transport in the country, is “Order of transport services 1997”. Today in the country there are 9 bodies and offices dealing with that subject where each body pulls “the wagon” to his direction.

Two voluntary persons on behalf of the office of transportation order enforcement, where the Israeli police enforce the laws of traffic only.

In light of these statistics data, which gathered along 1003 days, we can see that the inflammable liquids substances and the explosive gases makes the biggest portion in involvement of transportation incidents. About 48.8 % overall incidents in that period of time.

Along these 33 months the number of incidents in transportation of hazardous materials got to a- 125 incidents, which were reported, we can conclude from this that the number of incidents per day is 0.12. 88 % from all these incidents occurred in a public area, a thing that defines the danger to the public and the environment. Most of the incidents are a result of spill and leakage of material, 67.2 % of the incidents, where 25.6 % are a result of car accidents.

 Most of the burden and problem is that the dispatcher of the material which is the marketing factory or the importer of the material needs to care for neutralization and suitable treatment with material that spilled/leaked or caused an explosion. The reaction time in which should get to the place is about two hours after the incident start. In light of this absurdity arose the biggest concern in the country which concentrates within itself companies from the heavy chemical industry in the country which established a nationwide layout for dealing with incidents of hazardous materials. This work describes the way this concern works. Further more, this work tried to give an effective proposal for better ordering and effective handling with those incidents. When the method is a combination of the American method and the English method and it’s purpose faster and better treatment in cases of incidents like those. Also, after reviewing the statistics a conclusion was made that the best transport and safest for the environment is Transportation by railway, though this work didn’t get under account the financial aspect.
